Finnish citizenship test 2027: what changes
Finland's Citizenship Act becomes stricter from 1 January 2027. Applicants will have to show that they have sufficient knowledge of Finnish society[1].
Who it applies to and from when
- The requirement applies to applicants aged 18–64[1].
- It applies to citizenship applications submitted on or after 1 March 2027[1].
- You can show the knowledge either by passing the citizenship test, or with a Finnish- or Swedish-language matriculation examination or higher-education degree completed in Finland[1].
Where and when tests are held
Migri will start organising citizenship tests around Finland in spring 2027, in the Helsinki capital region, Tampere, Turku, Oulu, Vaasa, Kuopio and Rovaniemi[1].
What the test looks like
The test will be a multiple-choice test. Its questions concern, for example, key legislation of Finnish society, fundamental and human rights, equality and non-discrimination, gender equality, and Finnish history and culture[1]. The University of Helsinki is preparing the learning material and test content[1].
Not yet published: the number of questions, the time limit, the pass mark, test fees and the exact test dates. Migri says it will publish the first test-day schedules, the learning material and registration instructions by the turn of the year (2026/2027)[1]. We do not guess these details.
For Migri's own overview of the 2027 change, see Migri: Kansalaisuuslain muutos 2027[2].
